Motion to Summon CDF Gen Muhoozi Over UPDF Reforms Fails

A motion to summon the Commander of the Defense Forces, Gen Muhoozi Kainerugaba, before the joint committee reviewing the UPDF Amendment Bill 2025 has been rejected.

The proposal, introduced by Mukono Municipality MP Betty Nambooze, was dismissed by a majority vote of committee members.

The discussion revolved around the relevance of Gen Muhoozi’s appearance, with MPs Nambooze and Derick Nyeko of Makindye insisting it was essential due to his role in executing the bill once passed.

“He is the one who will implement this legislation, so it’s important that he addresses the committee,” Nambooze argued.

However, several MPs disagreed, suggesting the committee should instead consult with the President, who serves as the Commander-in-Chief. Legal committee members also advised that summoning the CDF falls under the purview of the Defense Committee, not the joint committee.

Despite passionate debate, the motion was defeated, ruling out Gen Muhoozi’s involvement in the current stage of the bill’s scrutiny.

The rejection underscores ongoing disagreements within the committee as the review of the UPDF Amendment Bill 2025 continues to draw interest and debate.
