Amama Mbabazi’s Daughter Wanted Over Unpaid Shs 450m Loan

The High Court has issued a warrant for the arrest of Rachel Ciconco Mbabazi, a board member of the National Water and Sewerage Corporation (NWSC), who is reportedly in hiding after defaulting on a Shs 450 million debt.

Rachel, daughter of former Prime Minister Amama Mbabazi, began facing legal trouble in 2016 after borrowing Shs 150 million from Buyanga Multiservices Ltd., using her property in Munyonyo as security. Her failure to repay the loan led the company to take legal action in 2017.

In 2021, the court ruled in favor of Buyanga Multiservices Ltd., ordering Rachel to repay the principal plus damages at an annual interest rate of 25%. Despite the ruling, she allegedly did not make any payments.

Buyanga Multiservices Ltd. is owned by Julius Kajwengye—brother to the late Keith Muhakanizi—and Denis Abasa, managing director of Mogas Uganda. By May 2024, the accrued interest had brought the total debt to Shs 400 million, prompting the court to authorize Aloysius Lubowa of T/A Falcon Asset Recovery as a bailiff to execute the arrest warrant.

When Lubowa failed to recover the money, the company’s lawyers, Katabarwa Herbert & Co. Advocates, handed over the recovery task to Moses Kirunda of Superlink Auctioneers & Court Bailiffs. The outstanding amount has since increased to Shs 450 million.

Kirunda confirmed that he is prepared to arrest Rachel once the opportunity arises. Sources claim she is currently being shielded by influential figures within the government and NWSC.
