Former CID Spokesperson Charles Twine Reportedly Detained by SFC

Former Criminal Investigations Directorate (CID) Spokesperson, Assistant Superintendent of Police (ASP) Charles Twine, is reportedly in custody under the Special Forces Command (SFC) for reasons yet to be disclosed.

Reliable sources claim Twine was summoned on Tuesday night to appear before the Inspector General of Police, Abas Byakagaba, and his deputy, James Ochaya. Twine, who has been attached to Parliament as a CID officer for the past three years, traveled that evening in response to the summons and was expected to meet the police chiefs on Wednesday morning.

By 7:30 a.m. on Wednesday, Twine had arrived at the Naguru Police Headquarters and later met with IGP Byakagaba and his deputy. However, the specific issue that required their attention remains unclear. Sources allege that following the meeting, Twine was handed over to SFC operatives who were waiting in a vehicle within the premises.

Colleagues report that Twine was subsequently driven to an undisclosed location, and his vehicle remains at Naguru. His phones have reportedly been switched off since.

When contacted, Uganda People’s Defence Forces (UPDF) Acting Spokesperson Col. Chris Magezi referred inquiries to SFC Spokesperson Maj Jimmy Omara, who stated he had no information on the arrest but would investigate further.

The SFC, tasked with guarding President Yoweri Museveni, his family, and key state installations, has recently come under scrutiny for alleged involvement in abductions—mainly targeting members of the opposition National Unity Platform (NUP). Among the latest reported incidents is the detention of Bobi Wine’s bodyguard, Edward Ssebuwuufu (aka Eddie Mutwe), who was allegedly held incommunicado for several days.

Twine previously served as CID spokesperson during Grace Akullo’s tenure and was reassigned after Maj. Tom Magambo succeeded her.
