The Makindye Chief Magistrate’s Court has remanded Superintendent of Police (SP) Avito Begira over allegations of stealing construction materials valued at over Shs 16 million.
Begira, a human resource officer based in the Wamala Region and a resident of Lunya Zone in Makindye Ssabagabo, Wakiso District, appeared before Grade One Magistrate Igga Adiru and was charged with one count of theft, which he denied.

According to the prosecution, on February 10, 2023, at Kanaaba Zone in Makindye Ssabagabo, Begira is accused of stealing various building materials, including 380 iron sheets, 250 poles, 15 bags of cement, a metal gate, 20 kilograms of nails, two spades, two hammers, and two pit saws—altogether worth Shs 16.6 million. The items allegedly belonged to a man identified as Kato Bumali.
Begira was arrested by fellow officers in coordination with detectives from the State House Anti-Corruption Unit, under the leadership of Brigadier Henry Isoke. The arrest came after Kato filed a complaint linked to an ongoing land dispute between the two in Ndejje.
Investigations suggest that after Kato delivered the construction supplies to the contested property, Begira allegedly orchestrated their removal by enlisting hired men and police personnel.
Despite being repeatedly summoned by his superiors to explain his involvement, Begira reportedly ignored the calls. He has now been remanded until June 19, 2025, as investigations proceed.
