The Uganda Police Force (UPF) has announced a nationwide review of Special Police Constables (SPCs), with plans to discontinue some of their contracts.
UPF spokesperson Mr. Rusoke Kituuma explained that the force is assessing the necessity of each SPC and will release a list of those whose services are no longer required. “SPCs serve on renewable contracts, and those whose services are still needed will be kept, while contracts for others will not be renewed,” he stated.

While Kituuma did not specify the number of SPCs currently deployed, he emphasized that these officers, who are typically recruited during emergencies or elections, are the lowest-ranking members of the police. They are employed on a two-year, renewable basis.
Police management will review the performance and appraisals of SPCs from each district to determine how many will continue in service. Those retained will be assigned light duties, as they have not undergone the full nine-month training required for regular officers.
The police force is also recruiting 10,000 Probationer Police Constables (PPCs) to help maintain law and order during the 2026 General Election. In the 2021 General Election, division police commanders were responsible for recruiting and training SPCs, who underwent just two weeks of basic training. Currently, SPCs earn a monthly salary of Shs325,000, which is lower than the Shs665,000 earned by regular police constables.
