The National Identification and Registration Authority (NIRA) has officially kicked off a nationwide mass renewal and registration campaign for National Identity Cards, signaling the start of a significant effort to update Uganda’s national identification system.

During the launch event in Kampala, NIRA Executive Director Rosemary Kisembo confirmed that registration centers are now active at parish level throughout the country.
Kisembo noted that the initiative goes beyond simply renewing expired IDs—it aims to establish a more advanced and secure identification infrastructure to enhance digital governance, expand financial access, and improve delivery of public services.
Running until late November 2025, the exercise targets over 15.8 million Ugandans, including those with expired IDs, new registrants—especially youth turning 18—and individuals requiring updates or corrections to their existing ID details.
To facilitate the process, more than 5,300 biometric registration kits have been distributed across Uganda’s sub-counties.
