“Rescue operations are still ongoing to establish whether there are additional persons trapped under the debris and to determine if there are any fatalities,” Ms Kawala said.
Authorities said search and rescue efforts were continuing late into the day amid concerns that more people could still be trapped beneath the collapsed structure.
Police have also launched investigations to establish what caused the building to give way.
“Police have commenced investigations into the circumstances surrounding the collapse,” Ms Kawala added.
By press time, security agencies were attempting to locate and apprehend the site supervisor and other individuals who may bear responsibility for the incident to assist with ongoing investigations.
The collapse has renewed concerns over construction safety standards in Kampala, where authorities have previously warned developers against flouting building regulations.
