MPs recalled from Recess to elect new EALA representatives after vacancies arise

Members of Parliament in Uganda have been recalled from recess to elect two new representatives to the East African Legislative Assembly.

The vacancies arose after Denis Namara and James Kakooza were elected to Uganda’s Parliament, automatically relinquishing their seats in the regional assembly.

In a letter dated 23 March 2026, Clerk to Parliament Adolf Mwesigye summoned legislators to attend a special sitting on Thursday to elect replacements.

The notice was also sent to key officials, including Speaker Anita Among, Deputy Speaker Thomas Tayebwa, Prime Minister Robinah Nabbanja and Opposition Leader Joel Ssenyonyi.

The recall follows communication from Joseph Ntakirutimana, who informed Uganda’s Parliament of the vacancies in line with the East African Community treaty.

Under the treaty, members of the assembly must vacate their seats if they become members of their national parliament.

Parliament is expected to fill the two positions before the end of the month.

However, the process has drawn criticism from some EALA members from Uganda and South Sudan, who have questioned how the vacancies were handled, citing concerns over compliance with the treaty.

Lawmakers are now due to meet to elect the new representatives to the regional legislative body.
