Lira man arrested over viral video abusing President Museveni

Police in northern Uganda have detained a man accused of insulting President Yoweri Museveni in a video that spread widely on social media.

Fred Okuja, 39, was arrested on Wednesday in Lira City under the Computer Misuse Act, according to police. The recording, circulated on TikTok and WhatsApp, allegedly contained derogatory remarks against the head of state.

In the video, delivered in English and the local Leb Lango language, Mr Okuja criticised the President for reportedly blocking Uganda People’s Congress leader Jimmy Akena from running in the 2026 elections. He compared Mr Museveni to former Libyan leader Muammar Gaddafi and warned of possible unrest.

Mr Okuja also accused the government of neglecting northern Uganda while favouring the President’s home region of Rwakitura.

Regional police spokesperson Jimmy Patrick Okema confirmed the arrest, saying investigators are examining the footage.

The case is among several brought under Uganda’s revised Computer Misuse Act, which criminalises offensive communication. Convictions can lead to fines, imprisonment of up to one year, or both.
