As political momentum builds toward the 2026 general elections, the Kampala Capital City Authority (KCCA) has announced plans to enforce poster advertisement fees in accordance with the recently passed Kampala Capital City Outdoor Advertising Ordinance.
With campaign posters increasingly covering public infrastructure like poles, walls, and open spaces, KCCA is urging all advertisers — including political candidates — to secure prior authorization and pay the required charges before displaying any promotional material.
KCCA spokesperson Daniel Nuwabine emphasized that political aspirants will not be exempt from the guidelines.

“Campaign posters are a form of advertisement and must comply with KCCA regulations. Even with elections approaching, candidates must seek permission before placing them,” he stated.
Nuwabine further clarified that all individuals intending to engage in political campaigning must first apply to KCCA for clearance, which involves a set application process and corresponding fees based on the material used.
This enforcement comes after a recent KCCA operation to remove posters and reduce visual clutter in the city, although new posters continue to appear across Kampala.
Fees for outdoor advertising vary, ranging from Shs 10,000 to Shs 5 million, depending on factors like size, location, and format.
Nuwabine noted that the funds collected will also be used to clean up the city after the election period concludes.
Kampala’s dynamic political environment, which includes candidates vying for positions from local council to parliament, typically sees a surge in campaign materials well ahead of official party nominations. Posters remain a dominant tool in early campaigning, even as party election roadmaps are still being finalized.
