Katwe Resident Remanded for Dumping Waste in City Drainage Channel

A 26-year-old man, Ronald Katende, has been charged and remanded to Luzira Prison by the KCCA City Hall Court for illegally dumping garbage into a drainage channel during a rainstorm.

Katende, a resident of Katwe, was captured in a viral video offloading trash from a tuk-tuk (motorized tricycle) into a drainage system amid heavy rains. The footage drew widespread public outrage and prompted KCCA to take immediate action. He was arrested, held overnight at Kampala Central Police Station, and appeared in court on Tuesday.

Senior Grade One Magistrate Edgar Karakire charged him under Section 97 of the National Environment Act for depositing waste in an unauthorized area. Katende pleaded guilty, but the prosecution, led by Charles Kutosi, requested more time to present case details before a conviction is confirmed.

Although Katende begged for leniency, citing his pregnant wife and financial hardships, the court remanded him until April 15, 2025, pending sentencing.

KCCA Executive Director Sharifah Buzeki reiterated the dangers of illegal waste disposal, noting it worsens drainage blockages and flooding. She stressed the authority’s ongoing efforts to upgrade Kampala’s drainage system and urged residents to support cleaner, flood-resilient urban living.
