A senior electoral official in Hoima District has been arrested for issuing conflicting results in the National Resistance Movement (NRM) party primaries, prompting unrest among candidates and their supporters.

Joseph Kutegeka, the NRM registrar for Hoima, was picked up on Monday night at the party’s headquarters in Kyadondo, Kampala, where he had been summoned to explain irregularities in the primary elections. His arrest follows allegations that he declared two different winners in separate parliamentary races, one for the Hoima Woman MP seat and another for Bugahya County, causing confusion and public outcry.
In both races, Kutegeka reversed initial results after protests from rival camps, assigning identical vote tallies to different candidates. This has led to formal petitions and an investigation by the party’s top leadership and law enforcement. Acting on orders from the Hoima District Security Committee, the police apprehended Kutegeka, who had reportedly gone into hiding after the controversy.
Authorities, including the district’s resident commissioner, say the arrest aims to facilitate inquiries into possible misconduct or deliberate manipulation of results. Investigations are still underway to determine the motive behind the contradictory announcements.
