Ex-Jinja Education Officer Arrested in Suspected Ritual Killing Case

Police have apprehended a former education officer from Jinja City in connection with a suspected ritual sacrifice case involving the disappearance and presumed murder of a woman earlier this year.

Kiira Region Police spokesperson, Mr. James Mubi, confirmed the arrest of Ms. Amina Mutesi and stated that arrangements are underway to transfer her to the Sezibwa Police Region, where the crime is believed to have occurred.

“Jinja Police are coordinating the handover of the suspect to Njeru Police for further investigation, as the alleged murder falls under Sezibwa’s jurisdiction,” Mubi said.

Initially, Jessica Mutesi’s family had reported her as kidnapped, claiming a ransom demand had been made. Subsequent investigations led to the arrest of several suspects, who allegedly admitted contacting Jessica but claimed she had been murdered.

Jessica has been missing since April, and her body has yet to be recovered.

Police allege that Amina Mutesi approached a casual laborer in Njeru Division, Buikwe District, asking him to find a human being for ritual sacrifice, promising a payment of Shs3 million.

The worker is said to have enlisted a partner, and together they contacted Jessica Mutesi, a resident of Kikaramoja in Walukuba East, Jinja City. They reportedly sent her transport money, after which she traveled to meet them.

According to investigators, Jessica was taken to Ms. Mutesi’s residence and given a room in the boys’ quarters. She allegedly spent one night at the house, and on the second night, she was strangled and buried in the compound.

Mr. Mubi noted that Ms. Mutesi initially paid the two men Shs500,000 but failed to pay the remaining Shs2.5 million as promised.

“The two kept pressing for the balance, but she never paid,” Mubi added.

Police in the Sezibwa Region are now seeking a court order to excavate the suspected burial site within Ms. Mutesi’s compound.

Ms. Mutesi is also facing separate corruption charges. In August of the previous year, she was arrested along with three others for allegedly embezzling funds intended for the Universal Primary Education (UPE) program. She was remanded but later released on bail.
