The Anti-Corruption Court in Kampala has charged Jennifer Etit Okaka, the Human Resource Manager at the Uganda Civil Aviation Authority (CAA), with corruption, abuse of office, and causing financial loss.

Prosecutors accuse Ms Okaka of failing to update the organisation’s payroll during her time as a senior administrator, an alleged oversight that led to a loss of 14 million shillings to the government.
She appeared before court on Wednesday and was remanded to Luzira Prison. Her bail application is scheduled to be heard on 14 August 2025.
The case comes as authorities intensify efforts to address financial mismanagement in public institutions, following recommendations made in the Auditor General’s 2023 report on irregularities in the government payroll.
