A police constable is on the run after allegedly fatally shooting his colleague, Constable Evarest Natujuna, in what authorities suspect may have been a crime of passion.
The fatal shooting occurred on Thursday at the Naguru police barracks in Kampala. The suspect, Constable Arthur Muhangi, is reported to have entered Natujuna’s room while he was resting and shot him three times in the head and chest, killing him instantly.
Following the incident, Muhangi abandoned his weapon at the scene and fled. Police were still searching for him at the time of this report.
Unclear Motive
The reason behind the killing remains uncertain, with conflicting versions emerging from residents at the barracks. Some allege that Muhangi was enraged over suspicions that Natujuna was romantically involved with his lover. Others suggest the shooting was linked to a dispute over Shs100,000 that Muhangi was allegedly demanding from Natujuna.

“We haven’t confirmed the exact motive. Some believe it was over a romantic affair, while others say it was about money. But what is evident is that the killing was deliberate—he fled the scene immediately after the shooting,” a police officer familiar with the matter said.
Police spokesperson Kituuma Rusoke confirmed the incident and said investigations are underway. “We registered a suspected murder at Naguru, where Constable Arthur Muhangi allegedly shot and killed Constable Evarest Natujuna. The suspect is still at large, and inquiries are ongoing to determine the motive,” Rusoke stated.
Pattern of Violence
This incident follows a similar internal tragedy within the police force just eight months ago. In that case, Constable Alex Adei, a counter-terrorism officer, shot and killed fellow officer Constable Seezi Tusiime before turning the gun on his wife, Barbra Apia Kongai.
Adei had accused Tusiime of having an affair with Apia while he was on duty. Initially, authorities believed Apia was the only victim but later discovered Tusiime’s body during a crime scene investigation.
Adei and Apia, who were in a strained relationship, lived together at Ntinda police barracks before Apia moved to Naguru, reportedly staying with Tusiime. A joint effort by the Directorate of Crime Intelligence (DCI) and the Criminal Investigations Directorate (CID) led to Adei’s arrest.
