Three individuals — two traffic police officers and a truck driver — have been charged and remanded to Luzira Prison over allegations of extorting a Congolese national.
The suspects, identified as Patrick Bulama Mugeni (38), Joel Tsibuhirwa (35), and trucker Geofrey Wabwire (34), appeared before Chief Magistrate Ronald Kayizzi at Buganda Road Court, where they pleaded not guilty to conspiracy to commit a felony, a charge under Section 363 of the Penal Code Act, Cap 128.

Chief Magistrate Kayizzi informed them that the charge is bailable, but due to the absence of properly prepared sureties, the court remanded them until May 5.
“You need to organize yourselves and present the appropriate documents. Until then, the accused will be remanded,” ruled Magistrate Kayizzi.
State prosecutor Ivan Kyazze told the court that investigations had been concluded and that the prosecution was ready to proceed with the hearing.
According to the charge sheet, the incident occurred on April 11, 2025, in the Golf Course area of Kampala. The victim, a Congolese national residing at Kyaka II refugee camp, had travelled to Kampala to settle mortuary fees at Medipal International Hospital following the death of his brother.
Court documents state that at approximately 2:00 p.m. that day, while en route to the hospital, two men in plain clothes trailed the victim on a motorcycle and stopped him. They allegedly searched his bag and pockets, accusing him of carrying forged documents.
Despite the victim presenting valid papers from Medipal and explaining his situation, the suspects allegedly ignored his explanation. A confrontation ensued until uniformed police officers from the Golf Course area intervened, summoning a patrol vehicle that transported all involved parties to the Central Police Station in Kampala.
The court is expected to set a hearing date soon.
