The Buganda Road Chief Magistrate’s Court has asked for the official death certificate of the late Muhammad Ssegirinya before it can dismiss a case in which he was charged with inciting violence.
Ssegirinya, the former Member of Parliament for Kawempe North, was accused of inciting violence through posts made on his Facebook page during August and September 2020.

In an earlier court session, Chief Magistrate Ronald Kayizzi directed the prosecution to submit proof of Ssegirinya’s death before the charges could be formally abated.
However, during a recent hearing, state prosecutor Ivan Kyazze informed the court that they had requested the certificate from the police’s Criminal Investigations Department (CID), but it had yet to be delivered.
“We asked CID to provide the death certificate, but we haven’t received it yet. We’re asking for a short adjournment,” Mr. Kyazze said.
Before granting the adjournment, Magistrate Kayizzi questioned why the prosecution hadn’t followed up more rigorously and emphasized the need to resolve the matter formally.
“The case is adjourned to April 11, 2025, to allow the state time to conclude and have it officially abated,” he ruled.
According to the prosecution, Ssegirinya allegedly incited violence by posting inflammatory content on social media. One video, shared via a Facebook account under the name Tom Voltaire Okwalinga, dated August 31, 2020, was titled “NUP official says they will kill 40 times of those killed in Rwandan Genocide if anything happens to Kyagulanyi.” The video, lasting 1 minute and 25 seconds, was shared by 147 users.
Investigations revealed that the clip was part of a longer video initially broadcast live on Ssegirinya’s Facebook fan page. That original video, posted on August 30, 2022, under the title “Sipapa update and Male Mabirizi Kaweddemu,” ran for over an hour and was shared by more than 1,000 users.
Court records show that the allegedly inciting content was traced back to this original broadcast.
