Police in Uganda have arrested two men, including a foreign national, over an alleged fake bomb scare at a commercial bank in Lubowa, on the outskirts of Kampala.
The incident happened on Tuesday evening at the entrance of Absa Bank and Guild Forex Bureau, both located inside Quality Supermarket.

Investigators say a boda-boda rider, later identified as 30-year-old Madi Muteta, delivered envelopes containing threatening letters to the two financial institutions. The letters claimed that a pipe bomb had been planted at the premises and demanded a ransom of more than 630 million shillings, including sums in dollars, pounds, and euros.
Police immediately sealed off the scene and deployed the bomb squad. The device turned out to be a hoax.
Kampala Metropolitan Police spokesperson Patrick Onyango confirmed the arrests, adding that investigations are continuing.
“The suspect is yet to provide his full details, but we are working to establish his identity and motivation,” Onyango said.
CCTV footage from the supermarket reportedly captured a vehicle, registration number UAV 462V, believed to have been used by the foreign suspect to hand the envelopes to the boda-boda rider.
Muteta told detectives he had been paid 20,000 shillings to deliver the letters, insisting he did not know what was inside.
Police say inquiries are ongoing to determine the motive behind the hoax bomb threat.
