The Minister for Local Government, Raphael Magyezi, has declined to commission a 1.2 billion shilling water facility in Kumi District after discovering that essential components were missing.
The Kanapa Water Facility had been due for launch this week, but following an inspection visit, the minister said the project could not be officially opened before all works were finalised and tested.

Mr Magyezi said it would be irresponsible to approve a project that had not gone through all required stages.
“If something is meant for consumption, it must pass through every necessary process before reaching the final stage,” he said, adding that it was not acceptable to proceed while defects were still evident.
He warned that commissioning the facility prematurely could pose risks to the public, particularly if the water was unsafe.
“If a child drinks this water and becomes ill, leaders would be held accountable. It is better to wait and ensure everything is properly completed,” he said.
Despite the setback, the minister acknowledged that significant progress had been made. The project, part of the Local Economic Growth Support initiative, is jointly funded by the Ugandan government and the Islamic Development Bank.
Officials say the facility is about 93% complete, with only final installations pending. Project supervisor Eng Peter Mawanda said the remaining work includes fitting a key water treatment device.
“The final step involves installing a dosing machine, which is essential for treating the water. The equipment has already been ordered, and testing will follow installation,” he said.
Mr Mawanda added that the project is expected to be completed by late April 2026, with assurances from the contractor that the remaining components will be delivered and installed on time.
Meanwhile, the Resident District Commissioner for Kumi, John Bosco Mubito, welcomed the minister’s intervention, acknowledging existing gaps in the project. He said authorities should support the contractor to complete the work rather than exert undue pressure.
