Authorities in northern Uganda are investigating the mysterious death of a young man who had recently benefited from the government’s Parish Development Model (PDM), raising concerns over the safety of program beneficiaries and the circumstances surrounding their deaths.

The deceased, Alan Peter Otim Junior, a resident of Kangai Town Council in Kole District, reportedly received Shs1 million under the PDM initiative and began preparations to start a salon business. He allegedly spent part of the funds on rent and equipment, intending to invest the remainder in a group venture.
However, his life was cut short under unclear circumstances just a day after receiving the funds. Initial reports from local leaders claimed Otim had been brutally attacked and murdered, citing physical injuries such as stab wounds and a suspected broken neck. According to local council chairman Denis Ebitu, there were signs of a violent struggle and Otim’s cries for help went unanswered. Two individuals, including his alleged girlfriend and the landlady, were arrested as suspects.
In contrast, police investigations suggest a different scenario—suspected poisoning. Regional police spokesperson SP Patrick Jimmy Okema said that Otim had shared a meal with five others on July 12, prepared by the landlady, and later complained of stomach pain. He was later found dead on the veranda. Authorities collected food samples and other materials for forensic analysis as five individuals were taken into custody.
As investigations continue, officials have yet to determine a definitive cause of death, highlighting broader concerns about the potential vulnerabilities of youth receiving government funds.
