While presenting the budget before the Presidential Election Affairs Committee, Hajj Yunus Kakande, Permanent Secretary in the Office of the President, justified the expenditure. He noted that a portion of the funds will be used to host over 10 visiting heads of state, covering their security, accommodation, and comfort.

Other costs will include advertising, refreshments, and decorations at the Kololo Ceremonial Grounds, the usual venue for presidential inauguration events.

For comparison, the government spent Shs7 billion on the 2021 presidential swearing-in ceremony.
