FULL LIST: Museveni Pardons 130 Convicts from Prison

Following a culture born out of the COVID 19 pandemic, the president of Uganda His Excellency Yoweri Kaguta Museveni has pardoned 130 persons with no capital offenses, in accordance with Article 121 of the Constitution of the Republic of Uganda.

Initially, in 2020, Museveni pardoned 833 prisoners countrywide through the Prerogative of Mercy as a measure against the spread of COVID-19 by decongesting the prison facilities. Then came 2022 where he pardoned 79 prisoners. In 2023, the President pardoned only 200 prisoners from a list of 1800 submitted. Over 1600 missed the prerogative of mercy.

“The pardon was granted on public health and humanitarian grounds. All the pardoned prisoners have since been released,” Prisons spokesperson, Frank Baine said in a statement.
