Ex-CID Spokesperson Twiine Charged w ith Plot to Kill Museveni, Muhoozi

Former CID spokesperson Charles Twiine has been formally charged with inciting violence, promoting hate speech, spreading malicious information, and conspiring to commit a felony—offenses linked to an alleged plan to assassinate President Yoweri Museveni and his son, Gen Muhoozi Kainerugaba, who serves as Uganda’s Chief of Defence Forces.

Twiine appeared on Thursday before Buganda Road Chief Magistrate Ronald Kayizzi alongside Noah Mutwe, a bodyguard to opposition leader Robert Kyagulanyi (Bobi Wine), and a member of the National Unity Platform. Mutwe had already been in custody for two weeks.

Prosecutors allege that Twine used social media to incite Mutwe, also known as Mitala Noah, to attack and kill the president with pavers, allegedly due to political disagreements. Similar accusations were made concerning a plot against Gen Muhoozi.

The state also accuses the two of violating the Computer Misuse Act by sharing content that incited tribal hatred and defamed senior public officials.

Twiine is specifically accused of labeling Speaker of Parliament Anita Among as “a rotten human being” and the main sponsor of violence in Bukedea, and calling Deputy Speaker Thomas Tayebwa a “money launderer and fraud.” He also allegedly called Gen Muhoozi “a fat pig and crook” and described Gen James Birungi as “a killer and crook.” In addition, he is accused of branding the Bahima ethnic group as “killers,” a remark the prosecution says was meant to incite tribal animosity.

Both Twiine and Mutwe denied the charges. They have been remanded to Luzira Prison until June 5 for the next court appearance.

The charges have caused a stir in both security and political circles, particularly because of Twiine’s former role as a top police spokesperson and his public alignment with state crackdowns.
