Ex-CID Spokesperson Charles Twine Sent to Luzira for Abusing Gen Muhoozi

Former Police CID spokesperson Charles Twine has been remanded to Luzira Prison on charges of hate speech and incitement to violence, following alleged online attacks targeting Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, and other senior government officials.

Twine, who had reportedly been missing for nearly a week, appeared before Buganda Road Chief Magistrate Ronald Kayizzi on Thursday. He pleaded not guilty to the charges, which fall under the Computer Misuse Act.

The prosecution claims that between January 2024 and May 2025, Twine, aged 48, used social media to post offensive content, including calling Gen Muhoozi a “fat pig and a crook,” statements allegedly intended to humiliate and insult the CDF.

He is also accused of encouraging Noah Mutwe—bodyguard to opposition leader Bobi Wine—to assassinate President Museveni and Gen. Muhoozi due to their political roles.

Additionally, Twine is said to have shared messages accusing Speaker of Parliament Anita Among of being “a rotten human being” and labeling her as the main sponsor of killings in Bukedea—allegations prosecutors argue could incite public resentment against her.

Other charges include defamatory remarks about Maj. Gen. James Birungi, commander of the Mountain Division, and Deputy Speaker Thomas Tayebwa, whom Twine allegedly branded as a “money launderer and fraudster.”

The prosecution argues that Twine’s social media activity was deliberately harmful and posed a risk to public peace by targeting officials for their political affiliations and government roles.

Citing Section 26 of the Computer Misuse Act, which prohibits offensive digital communication intended to insult or incite hostility, the court ordered that Twine be held at Luzira Prison until June 5, 2025, as the case proceeds.
