Elderly Mukono Man Arrested Over Defilement of Two Minors

Police in Mukono District have arrested a 70-year-old man, Silvesta Kyeyune, over allegations of defiling two minor girls in Kisoloza Village, Nakisunga Subcounty.

Kyeyune, who moves with the aid of crutches, had recently been elected as the NRM vice chairman for persons with disabilities in the village.

According to investigators, the case came to light after the girls reportedly told their father, Fred Bisaso, that Kyeyune had been giving them small sums of money following repeated sexual abuse.

Bisaso immediately reported the matter to local leaders, prompting police intervention.

“My daughters told me they got money from Mzee Kyeyune,” Bisaso told police.

“When I asked why, they said he had been sleeping with them and promised more money if they didn’t tell anyone.”

During preliminary questioning, Kyeyune reportedly admitted to the acts and attempted to justify them by claiming there had been a “mutual understanding” between him and the children.

Police and child protection officials have firmly rejected the statement, emphasizing that under Ugandan law, minors cannot legally consent to sexual acts.

Residents of Kisoloza have reacted with outrage. Ronald Mugezi, the village defense secretary, revealed that Kyeyune had faced similar accusations in the past but was not prosecuted after pleading for forgiveness.

“This is not the first time we’ve heard complaints about him,” Mugezi said. “He was once reported but asked for forgiveness and was let off. It’s shocking that he has done it again.”

Police spokesperson Patrick Onyango confirmed the arrest and said the case file is being prepared for submission to the Director of Public Prosecutions.

“He has been charged with aggravated defilement, and we are processing the file for court,” Onyango said.

Kyeyune will be charged under Section 129 of the Penal Code, which defines aggravated defilement as a capital offense carrying a maximum penalty of life imprisonment.
