Hoima launches Shs650m infrastructure projects to boost schools and healthcare

Thousands of residents in Hoima District are set to benefit from improved education and healthcare services after authorities commissioned five infrastructure projects valued at Shs650 million.

The projects — which include classroom blocks, health staff housing and a market latrine — were officially handed over on April 14, 2026, during a ceremony attended by district leaders, technical officials and community members.

The event was led by Deputy Resident District Commissioner Christopher Aine and Hoima District Chairperson Uthuman Mugisha Kadiri. Senior district officials, councillors and technical staff also attended.

Schools, health centres and market facilities upgraded

The completed works include staff quarters at Kiseke Health Centre II in Kitoba Sub-county built at a cost of Shs220 million, a three-classroom block at Kapapi Primary School worth Shs177 million, and a lined pit latrine at Kigorobya Town Council Market valued at Shs21 million.

Other projects include a two-classroom block at Bukona Primary School in Kisukuma Sub-county costing Shs120 million and another at Kitemba Primary School worth Shs112 million.

Officials said the investments are aimed at addressing long-standing gaps in education and health service delivery, particularly in rural communities.

Mr Kadiri said the district had prioritised infrastructure that directly improves residents’ welfare.

“We are focusing on creating better learning environments through more classrooms, latrine facilities, safe water and the recruitment of additional teachers,” he said.

He added that overcrowding in schools and poor sanitation remained key challenges affecting both learners and teachers.

Relief for schools and health workers

At Kapapi Primary School, teachers and parents welcomed the new three-classroom block, saying it would ease congestion in classrooms.

Head teacher Mr Patrick Nyendwoha said the school, which has more than 1,400 pupils, had been under pressure due to limited space.

“This classroom block is a huge relief to our school. We have a very large number of pupils and inadequate classrooms. The new structure will improve the learning environment and help our teachers deliver lessons more effectively,” he said.

Health workers in Kitoba Sub-county also welcomed the completion of staff housing at Kiseke Health Centre II.

A village health coordinator, Mr Benerd Murungi, said many workers had previously lived far from the facility, delaying emergency response times.

He said the new accommodation would improve staff welfare and service delivery.

At Kigorobya Town Council Market, traders said the new latrine would significantly improve sanitation conditions.

Leaders urge maintenance and community ownership

Speaking at the event, Mr Aine praised the district for investing in community-focused infrastructure but urged proper use and maintenance.

“These projects demonstrate government’s commitment to improving the welfare of our people. I encourage school leaders to utilise these classrooms effectively and ensure that more children remain in school,” he said.

He also urged residents to take advantage of government development programmes such as the Parish Development Model (PDM).

“The Parish Development Model is one of the initiatives designed to transform livelihoods. Communities should embrace such programmes and utilise available opportunities to improve their economic status,” he added.

Stephen Mwesigwa Rwamukaga, who represented the Chief Administrative Officer, stressed the need to protect the new facilities.

“The government has invested significant resources in these projects. It is the responsibility of all beneficiaries to ensure that the facilities are well maintained and protected,” he said.

Civil society representatives also welcomed the developments, saying improved infrastructure would strengthen service delivery and reduce pressure on existing facilities.
