The government has temporarily suspended the Express Penalty System (EPS Auto), an automated traffic enforcement tool that has come under fire for issuing allegedly unfair fines and experiencing technical flaws.

In a statement released on June 11, 2025, the Ministry of Works and Transport announced that the suspension will take effect at midnight. The move follows an internal review of the system’s performance and its broader impact on road users.

“We encourage all motorists to continue observing traffic regulations and driving responsibly,” the ministry noted in a brief message.

The EPS Auto system, which relies on surveillance technology to electronically issue penalties, has drawn increasing criticism from drivers, legal professionals, and some members of parliament. Many have called out the system’s lack of transparency and the limited avenues for challenging fines.

Minister of Works and Transport Gen. Edward Katumba Wamala is scheduled to deliver a detailed address on June 12, outlining the government’s future plans for the system, including potential reforms or a permanent overhaul.

The ministry has not yet clarified the status of existing fines or whether reimbursements will be offered for disputed charges.
