Saying one thing while doing another is the official government policy. While the president and head of government preaches preventive measures at the expense of curative measures, practice is contrary. Preventive measures to curtail corruption and theft having failed, curative ones are operational and working.
Fred Kagara, the assistant town clerk of Kigumba Town Council in Kiryandongo District, has been ordered by the Inspector General of Government (IGG) to refund Shs32 million he is accused of embezzling.

Today, March 26, a statement outed by Anne Twinomugisha Muhairwe, the deputy IGG, said investigations by the IGG’s Hoima regional office found that Kagara misappropriated the funds while serving as the acting sub-county chief of Kigumba Sub-county.
The money, originating from Shs89,728,689 in revenue sharing funds from the Uganda Wildlife Authority (UWA), was meant for activities such as reducing human-wildlife conflict and improving livelihoods in frontline villages.
Upon verification, the IGG found that Kagara could not account for Shs32,086,000.
Pursuant to Regulation 15(2) of the Local Governments Financial and Accounting Regulations (2007), the misappropriated funds will be recovered from him.
Kagara was directed to deposit the money into the IGG’s asset recovery bank account within 60 days, setting a deadline of May 11, 2025.
Twinomugisha reiterated the IGG’s commitment to promoting public accountability and warned public officials to adhere to financial regulations or face consequences.
