Deputy IGG Faces Allegations of Wetland Degradation and Police Officer Torture

Allegations against Deputy IGG Anne Twinomugisha Muhairwe have brought attention to broader issues of environmental degradation, abuse of authority, and selective enforcement of laws in Uganda. The controversy began with a January 19, 2025, incident involving environmental police officer Alex Katungi, who reported being harassed and intimidated while investigating illegal activities in a wetland allegedly linked to Muhairwe.

According to a letter from Katungi’s lawyers, the deputy IGG not only admitted ownership of the land but also verbally abused and threatened him. The complaint alleges that Muhairwe later summoned Katungi to her office, where she coerced him into compensating her son and publicly apologizing under humiliating conditions. These events, combined with claims of interference in ongoing investigations, have sparked outrage and raised questions about impunity within the Inspectorate of Government.

While environmental authorities like NEMA and police officers tasked with protecting wetlands acknowledge challenges in enforcing laws, they cite resistance from wealthy and politically connected individuals as a recurring issue. This disparity in accountability has led to public campaigns, such as #UgandaWetlandExhibition, which criticize the unequal treatment of the poor and marginalized compared to influential figures responsible for significant environmental damage.

The case has further amplified concerns about the double standards in environmental governance, drawing attention to the need for stricter oversight and equal application of the law.
