A 39-year-old traffic officer attached to Kampala’s Central Police Station (CPS) has been charged with attempted rape and remanded to Luzira Prison for allegedly assaulting a Kyambogo University student.
Sergeant Richard Kasule, a resident of Kireka in Kira Municipality, appeared before the Buganda Road Chief Magistrate’s Court on Monday, where he was formally charged with attempted rape. Chief Magistrate Ronald Kayizzi read the charge and noted that investigations were still ongoing. With no sureties presented, Kasule was remanded to Luzira until April 29.

According to state prosecutor Ivan Kyazze, the alleged incident took place on March 30, 2025, in the Golf Course area of Kampala. Kasule reportedly attempted to force himself on the student, whose identity has been protected.
Court records indicate that the student was driving when she made a U-turn and was stopped by Sgt. Kasule. After she parked, Kasule allegedly entered her car under the pretext of addressing a traffic offense. He took her driving permit and instructed her to meet him at another location, where he again entered her vehicle.
“While inside, he assaulted her,” court documents state. The student later informed her sister and father, who accompanied her to report the incident to police the following day as a case of indecent assault.
The documents claim that Kasule initially demanded a bribe of Shs100,000, but the victim could only send Shs20,000 via mobile money. When she asked for her license back, he allegedly returned Shs10,000 and made inappropriate remarks, suggesting that she needed a police officer like him to “help her out” whenever arrested.
He then allegedly reached under her dress, touched her thighs and genitals, and tried to force her to touch him. The victim reportedly resisted, telling him she was menstruating, but Kasule continued, kissing her, groping her, and staying in the car even when she tried to drive away.
When the student tried to get him to leave, he allegedly slapped her hand off the steering wheel and instructed her to call him. After pretending to cooperate, she managed to leave and later informed her family, who helped her report the matter.
Kasule was subsequently arrested and charged following the complaint.
