Full List: 306 Teachers Appointed as Headteachers in Gov’t Secondary Schools

A total of 306 teachers have officially been appointed to leadership positions in government secondary schools across Uganda, bringing long-awaited joy and relief to many educators.

The Education Service Commission (ESC) released the updated list on Tuesday, naming 103 individuals as headteachers and 203 as deputy headteachers.

Most of these appointments are designated for the 91 newly constructed seed secondary schools, while the rest will replace outgoing staff due to retirement.

According to public service regulations in Uganda, compulsory retirement is at age 60, though those aged 45 and above can retire early if they’ve served at least 10 years in a pensionable position.

Although these seed schools were initially set to open earlier this term, budget delays stalled recruitment. The process resumed after Parliament approved a supplementary budget of Shs4.2 trillion, including Shs1.3 billion allocated for staffing.

In total, the government plans to recruit 2,821 staff members—including teaching and non-teaching personnel—for the new schools. Each school will receive 31 staff members, covering positions such as headteacher, deputy head, subject teachers, and support staff like bursars.

All appointed teachers are expected to report before the second term begins.

These 91 schools were constructed under the World Bank-funded Uganda Intergovernmental Fiscal Transfers Programme.

Haji Muhamed Kaaya, Commissioner for Education Services at ESC, announced that appointees should collect their nomination letters from the ESC registry at Farmer’s House in Kampala on Wednesday. They will then report to Dr. Kedrace Turyagyenda, the Permanent Secretary at the Ministry of Education, to receive official appointment letters and deployment instructions.

Kaaya reminded all appointees to carry their original national identification cards when picking up the documents.

“Once they have received their letters and postings, they are expected to report to their new schools without delay,” he emphasized.

Boost for Universal Secondary Education (USE)

The rollout of these new schools is expected to expand access for an additional 91,000 learners under the Universal Secondary Education (USE) programme. Each school is designed to accommodate between 350 and 1,000 students.

While Uganda currently has about 1,500 government secondary schools, many sub-counties remain underserved. The government’s Secondary Education Expansion Project aims to build at least one secondary school in each sub-county—especially targeting the 200 that still lack one.

New Appointees Speak Out

Moses Semwanga, now officially confirmed as headteacher of Kura College Butiki in Jinja City, expressed his gratitude: “I’ve been serving in an acting capacity for two years. This promotion gives me the opportunity to lead more effectively.”

In Bunyangabu District, Education Officer Robert Sanyu reported that preparations at Katugunda Seed Secondary School are on track. “We are expecting salary disbursements soon. Construction is 80% complete, and we’ve urged the contractor to speed up the work.”
