Kiboga District Officials Remanded Over Stealing Shs.1Billion Road Fund Fuel Money

Two senior officials from Kiboga District have been charged and remanded to prison over allegations of embezzling funds meant for road maintenance under Uganda’s Shs1 billion Road Fund programme.

On Friday morning, the State House Anti-Corruption Unit, in coordination with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions (DPP), arraigned District Engineer Ismail Mukiibi and Assistant Engineering Officer (Mechanical) Moses Bwante before the Kiboga Chief Magistrate’s Court.

The pair face charges of conspiracy to defraud and have been remanded until 14 August 2025.

According to investigators, the alleged offences occurred between 2023 and 2024. The prosecution claims the two officials worked alongside others still at large to misappropriate funds intended for fuel under the Road Maintenance Grant.

They are accused of colluding with fuel station operators to divert money allocated for fuel supplies during the 2023/2024 financial year. Prosecutors also allege that the suspects fraudulently requisitioned fuel for government vehicles that had been non-functional for months.

“Investigations reveal the suspects claimed fuel for vehicles that had been grounded between 2022 and 2023,” the State House Anti-Corruption Unit said in a statement.

The case has raised fresh concerns about financial accountability and oversight at the district level, particularly in critical service areas such as infrastructure maintenance.
