NUP Appoints Harriet Chemutai as New Election Management Chair

The National Unity Platform (NUP) has appointed Harriet Chemutai as the new chairperson of its Election Management Committee (EMC), taking over from Mercy Walukamba, who had served in the role since 2020. The announcement was made on Tuesday by the party’s Secretary General, David Lewis Rubongoya, during a press briefing at NUP headquarters in Makerere Kavule.

Ivan Ssempijja was also named as the new deputy chairperson. Other committee members include Ssebuufu John Mary (Central region), Achoka Egesa Eddie (Eastern Uganda), Loum Patrick (Northern Uganda), and Julian Kabagambe (Western Uganda). Additional appointments include Sultana Salim as publicity secretary, Jonathan Elotu as legal secretary, Eddie Kayabula as secretary, and Alex Lovans Lwanyaga as technical advisor.

Rubongoya commended the outgoing team and urged the new members to serve with commitment and integrity. He noted that the party’s election preparation activities have faced obstacles due to interference from security forces. “We should have made significant progress on our roadmap by now, but our efforts have been repeatedly blocked by police. Meanwhile, the NRM suspended both Parliament and Cabinet to carry out their party activities — it’s shameful,” he remarked.

Chemutai, formerly the NUP coordinator for the Sebei region, pledged to strengthen the party’s election systems and integrity. “We are committed to building a stronger NUP. I will not tolerate bribery; we must be different from NRM. If we operate like them, then there’s no reason for us to exist as an alternative,” she stated.

In the last electoral cycle, some EMC members were accused of accepting bribes in exchange for party nomination cards — a controversy Chemutai vowed not to repeat.
