Bukoto South MP, Dr. Twaha Kagabo, has publicly acknowledged receiving Shs100 million from Parliament—a move he says aligns with President Museveni’s own confirmation that such funds were distributed to legislators.
“If the President has confirmed giving each MP Shs100 million, who am I to deny it? I did receive the money,” Dr. Kagabo admitted.

His admission comes amid strong opposition from his party, the National Unity Platform (NUP), which has ordered all its MPs to return the money, calling the disbursement unethical and poorly timed given Uganda’s economic challenges.
In a statement, NUP condemned the funds as “a bribe disguised as facilitation,” arguing it goes against the party’s core values of integrity, transparency, and accountability. They also criticized the secretive manner in which the money was disbursed.
However, Dr. Kagabo challenged the outrage, questioning, “What’s wrong with the money? Who is demanding accountability? Has the person who gave it asked how it was spent?”
He further accused some opposition MPs of hypocrisy, claiming several who received the funds later publicly condemned it and even signed a petition disowning it. “When the time is right, I will reveal those opposition MPs,” he added.
Kagabo’s revelations have intensified calls for openness regarding the use of public resources.
