Rwanda Bishop Detained in Embezzlement of Church Funds

Rwandan authorities have detained Anglican Bishop Samuel Mugisha Mugiraneza as part of an ongoing investigation into allegations of embezzlement and abuse of office. The Rwanda Investigation Bureau (RIB) confirmed the arrest on Tuesday, January 21, revealing that the former Bishop of the Anglican Diocese of Shyira is under scrutiny for misusing funds for personal benefit during his tenure.

In a statement shared on X (formerly Twitter), RIB disclosed that Mugiraneza is being held at the Remera RIB station in Kigali. Although specific details of the case were not provided, local media reported that Mugiraneza allegedly used diocesan farmland for his personal livestock and allowed his wife free access to eggs from the church’s poultry farm.

The accusations appear to stem from disputes within the diocese. Reports suggest that tensions escalated in early 2024 after Mugiraneza reassigned several priests, leading to their eventual dismissal in August. The affected priests accused him of mismanagement, embezzlement, and abuse of office, filing complaints with the Anglican Church of Rwanda’s leadership.

Among the allegations is the claim that resources for constructing a diocese building in Musanze City were sourced from the bishop’s private company, and his wife controlled the supply of eggs to schools run by the diocese. Additionally, diocesan farmland in Nyamutera, Nyabihu, and Kimonyi was reportedly used for his personal ventures.

The Rwanda Governance Board (RGB) intervened, urging the Anglican Church to investigate the claims. This led to Mugiraneza’s suspension by Archbishop Laurent Mbanda, who appointed Rev. Augustin Ahimana as his interim replacement.

In response to the allegations, Mugiraneza has denied any wrongdoing, attributing the claims to internal conflicts within the diocese. He accused disgruntled priests of attempting to tarnish his reputation after facing disciplinary action.

The RIB has assured the public of a thorough investigation as they continue to examine the case.
