Two Security Officers Arrested Over Deadly Shootings in Hoima and Masindi

Two unrelated fatal shootings involving security forces have unsettled communities in the Albertine region, sparking renewed concerns about the conduct and use of firearms by armed officers.

Police Officer Kills Boda Boda Rider in Hoima

A police officer from Hoima Central Police Station, identified as Reuben Kwihangana, has been arrested for allegedly shooting dead a boda boda rider, Mawala Mawejje, on Sunday night. The incident occurred in Lusaka Middle Cell, Hoima City, around 10 pm after the two were reportedly involved in a head-on collision.

Eyewitnesses say an argument broke out after the crash, during which the officer accused Mawejje of reckless riding. Moments later, he allegedly pulled out his pistol and shot Mawejje in the head, killing him instantly, before fleeing the scene.

Julius Hakiza, spokesperson for the Albertine region police, confirmed the officer’s arrest, saying he was tracked down by security forces and is now facing murder charges. The firearm used in the incident was recovered and will be presented as part of the evidence.

UPDF Soldier Arrested After Shooting in Masindi Bar

Meanwhile, in Masindi, a Uganda People’s Defence Forces (UPDF) soldier, Corporal Aggrey Byamugisha, has been taken into custody for allegedly fatally shooting a civilian at a local bar.

The incident took place at around 1:50 am on Saturday at Brian’s and Trump Bar and Lodge in Kijura North Cell, Central Division. The victim, identified only as Mugisha, a hawker and local resident, was among several patrons when the soldier—dressed in civilian clothes and armed with an AK-47—entered the bar and reportedly opened fire without warning.

Mugisha was hit and died instantly. The soldier fled the scene but was later arrested in Masindi town and is now being held at Masindi Central Police Station.

Police recovered 14 spent cartridges and one live round from the scene, which have been sent for forensic examination. Both cases are under active investigation, as public pressure mounts for greater accountability from the country’s armed personnel.
